受計劃經濟和(he)傳統觀(guan)念的影響(xiang),國企(qi)(qi)長期以(yi)來(lai)形成的傳統用(yong)人(ren)模式對吸引和(he)穩定(ding)高層次人(ren)才(cai)缺(que)少競爭力,嚴重制約(yue)了企(qi)(qi)業(ye)的發展(zhan),隨著社會主(zhu)義(yi)市場經濟和(he)現(xian)代(dai)企(qi)(qi)業(ye)制度(du)的要求(qiu),根(gen)據兵器工業(ye)集團公司關(guan)于進一步深(shen)化用(yong)人(ren)制度(du)改革的指(zhi)示精神(shen),企(qi)(qi)業(ye)必(bi)須加(jia)速構建新(xin)(xin)型的"3+X"選(xuan)人(ren)、用(yong)人(ren)新(xin)(xin)機(ji)制,即(ji)建立以(yi)競爭為核心的用(yong)人(ren)制度(du),全(quan)面推行(xing)聘用(yong)制和(he)崗位合同管理制度(du)。只有這樣,企(qi)(qi)業(ye)才(cai)能充分(fen)調(diao)動廣(guang)大(da)員工的積極性和(he)創造性,推動人(ren)才(cai)隊伍的結構調(diao)整,優化人(ren)才(cai)資源配置,使優秀(xiu)人(ren)才(cai)脫穎(ying)而出,促(cu)進企(qi)(qi)業(ye)的健康發展(zhan)。那么,企(qi)(qi)業(ye)如(ru)何能順(shun)利推行(xing)新(xin)(xin)的用(yong)人(ren)制度(du)改革?本(ben)人(ren)略(lve)談(tan)幾(ji)點(dian)膚淺的看法(fa)。
一、領導重視(shi),做好宣(xuan)傳發(fa)動工(gong)(gong)作(zuo)用(yong)人(ren)(ren)制(zhi)(zhi)度改(gai)革(ge)工(gong)(gong)作(zuo)將觸及多年形(xing)成的(de)(de)矛(mao)盾和(he)問(wen)題,任務十分艱巨,各(ge)(ge)級領導特(te)別是一把手要高度重視(shi),充分發(fa)揮作(zuo)用(yong),調(diao)動各(ge)(ge)方(fang)積極(ji)性,加強對全(quan)體員工(gong)(gong)的(de)(de)宣(xuan)傳教育,使(shi)員工(gong)(gong)了解(jie)(jie)新的(de)(de)用(yong)人(ren)(ren)制(zhi)(zhi)度,并(bing)積極(ji)支(zhi)持此項改(gai)革(ge)。比如(ru);公司(si)根據集團(tuan)公司(si)的(de)(de)指示,正(zheng)在推行"3+X"選人(ren)(ren)、用(yong)人(ren)(ren)新機制(zhi)(zhi),實行"定(ding)崗、定(ding)編(bian)、定(ding)員"統稱("三定(ding)")政(zheng)策,據調(diao)查,公司(si)目前大約有60%左右的(de)(de)員工(gong)(gong)不熟悉"3+X"用(yong)人(ren)(ren)制(zhi)(zhi)度的(de)(de)具體含義(yi),這就要求各(ge)(ge)級領導做好宣(xuan)傳發(fa)動工(gong)(gong)作(zuo),認真處理好深化改(gai)革(ge)和(he)維護(hu)員工(gong)(gong)利益的(de)(de)關系,對存在的(de)(de)不穩定(ding)因素,及時做好防范工(gong)(gong)作(zuo),使(shi)員工(gong)(gong)理解(jie)(jie)改(gai)革(ge),提高認識,轉變觀念,并(bing)積極(ji)參與到(dao)改(gai)革(ge)隊伍(wu)中(zhong)來。
二、針對公司實際情況,積(ji)極穩妥地推進改革(ge)(ge)經(jing)統(tong)計分析,目前(qian)公司"3+X"中(zhong)的(de)管(guan)理(li)人員(yuan)大大超(chao)(chao)過集團公司所規定(ding)5%-10%的(de)比例(li),達到(dao)17%,在(zai)本(ben)次(ci)改革(ge)(ge)中(zhong)應下降到(dao)10%,那么,超(chao)(chao)編的(de)管(guan)理(li)人員(yuan)是(shi)否包括公司高層領導、中(zhong)層管(guan)理(li)者(zhe)還是(shi)只指一(yi)般(ban)管(guan)理(li)人員(yuan)呢(ni)?以及超(chao)(chao)編人員(yuan)的(de)分流(liu)安置渠道?這兩個方面都是(shi)本(ben)次(ci)改革(ge)(ge)的(de)重點。

三、適應形勢(shi),加速(su)推行(xing)"3+X"選人(ren)(ren)(ren)(ren)、用(yong)人(ren)(ren)(ren)(ren)新機(ji)制適應形勢(shi),加速(su)推行(xing)"3+X"分(fen)類(lei)分(fen)層選人(ren)(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)(ren)新機(ji)制。"3+X"中的(de)"3"是指經營管(guan)理、專(zhuan)業技(ji)術(shu)、專(zhuan)門技(ji)能三支隊伍(wu)的(de)初級崗(gang)(gang)位(wei)人(ren)(ren)(ren)(ren)員(yuan)要(yao)全部面(mian)向社會(hui)公(gong)開招(zhao)聘;中級崗(gang)(gang)位(wei)人(ren)(ren)(ren)(ren)員(yuan)要(yao)實行(xing)競爭上崗(gang)(gang)與(yu)公(gong)開招(zhao)聘相結合(he);高級崗(gang)(gang)位(wei)人(ren)(ren)(ren)(ren)員(yuan)要(yao)逐步實現(xian)職業生涯設計(ji)與(yu)市場化配置相結合(he)。"X"是指對一些(xie)稀缺(que)人(ren)(ren)(ren)(ren)才和(he)特殊(shu)專(zhuan)業領域(yu)的(de)特殊(shu)人(ren)(ren)(ren)(ren)才,要(yao)積(ji)極探索兼職、定期(qi)服務、技(ji)術(shu)開發、項(xiang)目引進、科技(ji)咨詢等柔性流動用(yong)人(ren)(ren)(ren)(ren)機(ji)制,在(zai)公(gong)開招(zhao)聘基礎上通過"協議用(yong)人(ren)(ren)(ren)(ren)、人(ren)(ren)(ren)(ren)才租賃、智力協助"等借腦發展的(de)靈活用(yong)人(ren)(ren)(ren)(ren)方式,吸引優秀人(ren)(ren)(ren)(ren)才,有效(xiao)解決(jue)目前骨干人(ren)(ren)(ren)(ren)才不(bu)足問題。

對(dui)于領導干部(bu)采(cai)取末尾淘汰制,每年終由員(yuan)工對(dui)本單位領導進行測評,實行群眾滿(man)意(yi)度工程。采(cai)取"能(neng)進能(neng)出(chu)看(kan)能(neng)力、能(neng)上能(neng)下看(kan)業績(ji)"的用人機制,為公司選拔出(chu)了更多更好(hao)的優秀干部(bu)。
四(si)、突破傳統,合理使用(yong),倡導不(bu)拘(ju)一格降人(ren)才(cai)(cai)的用(yong)人(ren)之道用(yong)人(ren)之長(chang),避(bi)人(ren)之短(duan),是(shi)用(yong)才(cai)(cai)之首(shou)策。朱元(yuan)璋(zhang)曾經說過,"人(ren)之才(cai)(cai)智(zhi)或長(chang)于(yu)彼短(duan)于(yu)此者,若顧其(qi)(qi)短(duan)而(er)(er)摒其(qi)(qi)長(chang),則天下(xia)之才(cai)(cai)難矣。"人(ren)各(ge)有長(chang)短(duan),只要用(yong)其(qi)(qi)所(suo)長(chang),避(bi)其(qi)(qi)所(suo)短(duan),才(cai)(cai)能(neng)(neng)人(ren)盡(jin)(jin)其(qi)(qi)才(cai)(cai),才(cai)(cai)盡(jin)(jin)其(qi)(qi)用(yong),用(yong)盡(jin)(jin)其(qi)(qi)妙。例如,楚(chu)漢相爭(zheng),西楚(chu)霸王項(xiang)羽可謂*人(ren)才(cai)(cai),文武雙全,而(er)(er)劉(liu)(liu)幫(bang)只能(neng)(neng)堪稱(cheng)為二流人(ren)才(cai)(cai),為什么天下(xia)不(bu)為項(xiang)羽所(suo)掌控(kong)而(er)(er)為劉(liu)(liu)幫(bang)呢?
